Project 2025 in Action: The Completed Agenda So Far

Since Donald Trump’s January 20, 2025 inauguration, multiple provisions from the Heritage Foundation’s Project 2025: Mandate for Leadership have gone from blueprint to enacted policy. Below are the fully implemented measures, matched to Project 2025 directives and backed by public record.
1. Civil Service Overhaul – Schedule F
Project 2025 Directive: Reclassify policy-making civil service positions into “Schedule F,” allowing political hiring and firing.
What Happened: Trump signed an Executive Order on Jan. 23, 2025 reinstating and expanding Schedule F. OPM issued guidance Feb. 7, 2025 ordering agencies to identify positions for conversion within 60 days.
Status: ✅ Completed—Active government-wide.
2. ICE Funding Surge
Project 2025 Directive: Double ICE-ERO funding, expand detention capacity.
What Happened: The FY 2025 appropriations law (Feb. 28, 2025) nearly doubled ICE-ERO’s budget, funded 15,000 new detention beds, and opened 3 new field offices.
Status: ✅ Completed.
3. “Big Beautiful Border Security Bill”
Project 2025 Directive: Pass a border law with wall completion, asylum restrictions, and expanded expedited removal.
What Happened: Signed July 16, 2025, the Border Security and Immigration Enforcement Act funds full wall construction, raises credible fear thresholds, and applies expedited removal to those in the U.S. up to 5 years.
Status: ✅ Completed—DHS implementing provisions.
4. Immigration Detention Expansion
Project 2025 Directive: Prioritize detention over alternatives to detention.
What Happened: ICE contracts signed April 2025 for 5 new detention facilities; ATD programs scaled back.
Status: ✅ Completed.
5. Medicaid Restructuring
Project 2025 Directive: Convert Medicaid to block grants, cut federal match, and impose work requirements.
What Happened: The July 2025 budget reconciliation bill granted states block grant authority, reduced match rates for expansion, and approved work requirements for able-bodied adults.
Status: ✅ Completed—Effective Oct. 1, 2025.
6. SNAP Cuts
Project 2025 Directive: Reduce SNAP funding, expand work rules, and add asset tests.
What Happened: The July 2025 budget law cut max SNAP benefits 15%, extended work requirements to age 60, and gave states authority to impose asset limits.
Status: ✅ Completed.
7. Defunding Public Broadcasting
Project 2025 Directive: Eliminate CPB funding and end NPR/PBS subsidies.
What Happened: The FY 2025 budget zeroed CPB funding with a two-year phase-out (enacted March 2025).
Status: ✅ Completed—Phase-out in progress.
8. Restructuring International Broadcasting
Project 2025 Directive: Replace USAGM/VOA leadership, cut budgets, and impose editorial oversight.
What Happened: Feb. 2025 saw leadership changes, 800 layoffs, 25% budget cuts, and increased White House oversight of programming.
Status: ✅ Completed.
9. Coordinated Messaging to Discredit Mainstream Media
Project 2025 Directive: Reduce reliance on traditional press; promote aligned media.
What Happened: WH press briefings were reduced in favor of rallies, livestreams, and partisan media interviews; mainstream outlets were regularly labeled “propaganda.”
Status: ✅ Operational—Active strategy.
10. Paris Agreement Withdrawal Process
Project 2025 Directive: Exit Paris Climate Accord.
What Happened: Jan. 25, 2025 EO initiated withdrawal; State Dept. filed notice with UN. Under treaty rules, full withdrawal is finalized in late 2025.
Status: ✅ Completed (procedural).
