NSPM-7 Is the Blueprint for Criminalizing Dissent and It Reads Straight from Project 2025

Dek: Trump’s September 25 memorandum reframes protest as “domestic terrorism,” deputizes JTTFs, Treasury, and the IRS to hunt movement funding, and floats a de facto U.S. “domestic terror list.” It’s authoritarian architecture, and it tracks with Project 2025’s consolidation agenda.


What NSPM-7 Actually Does (in plain English)

1. Rebrands dissent as terror.  The memo spotlights “anti-fascism,” “anti-capitalism,” and “anti-Americanism” as indicators of political violence, a capacious frame that sweeps in lawful speech and protest.


2. Centralizes domestic political policing under JTTFs.  FBI-led task forces are ordered to investigate organizers, funders, NGOs, and even Americans tied to “foreign influence,” using tools ranging from RICO to material-support statutes.


3. Turns the money spigot into a weapon.  The memo directs the Treasury Department—through its Office of Terrorism and Financial Intelligence—to trace and disrupt “illicit funding streams,” while instructing the IRS to scrutinize and refer nonprofits for prosecution if they indirectly finance political violence.


4. Flirts with a domestic terror list.  It invites the Attorney General to recommend groups for “domestic terrorist organization” status despite U.S. law defining domestic terrorism (18 U.S.C. §2331(5))—without creating any designation regime.


5. Backstops the narrative.  Three days earlier, the White House posted Designating Antifa as a Domestic Terrorist Organization, previewing the memo’s targets and tone.


Why This Is Authoritarian

1. Vague Enemies + Elastic Crimes: Authoritarians define enemies by ideology, not acts. NSPM-7 points at belief clusters (“anti-capitalist,” “anti-Christian”) and then layers in conspiracy, RICO, and financial surveillance, letting agencies work backward from ideology to charges. That’s textbook chilling of speech.


2. Executive Power Over Lawful Association: There is no congressionally authorized domestic-terror designation process. Importing one by memo evades the legislature and invites viewpoint-based punishment (frozen accounts, surveillance, prosecutions). Separation-of-powers alarm.


3. Financial Strangulation of Civil Society: Directing the Treasury and the IRS at nonprofits mirrors Operation Chokepoint tactics to starve opposition by scaring banks and donors.


4. Militarized Optics and Domestic Deployment Creep: The same week, Trump’s push for military use at home underscores a coordinated posture of state power aimed inward at protest.


How It Tracks with Project 2025

Centralized executive control.  Project 2025’s Mandate for Leadership champions aggressive restructuring of DOJ/FBI oversight. NSPM-7 operationalizes that domestically.


Ideological governance through funding.  Project 2025 calls for administrative tools to police perceived threats; NSPM-7 ties ideology to finance and investigations.


Narrative alignment.  Framing protest movements as existential threats syncs with the “restore order” planks in Project 2025’s 100-day agenda.

Rebuttal: U.S. law punishes acts, not beliefs. Conflating ideology with terrorism chills protected speech and association.
